Background of the Study
As universities increasingly adopt digital platforms for academic and administrative purposes, managing user identities and access to sensitive information becomes critical. Federal Polytechnic, Bauchi, located in Bauchi LGA, Bauchi State, faces challenges in managing the identity of students, staff, and faculty, especially with the growing number of users accessing various university systems. Cloud-based identity management systems (IMS) offer a scalable solution to this problem, enabling universities to manage user authentication and authorization across multiple platforms securely.

Cloud-based IMS provide several benefits, including centralized control over user access, improved security, reduced administrative workload, and enhanced scalability. These systems use cloud infrastructure to store and manage identity data, making it accessible from any device with internet connectivity. Additionally, cloud-based IMS can integrate with other university systems, such as learning management systems (LMS) and financial systems, to provide a seamless user experience. However, there is a need to evaluate the effectiveness of such systems in the context of university environments.

Statement of the Problem
Federal Polytechnic, Bauchi, currently faces challenges in managing user identities, leading to issues with access control, security breaches, and inefficiencies in administrative processes. The existing identity management system lacks scalability and does not fully meet the security and usability needs of the university's growing digital infrastructure. There is a need for a cloud-based identity management system that can securely manage identities while improving the user experience and operational efficiency.

Objectives of the Study

1. To evaluate the effectiveness of cloud-based identity management systems in improving security and access control at Federal Polytechnic, Bauchi.

2. To assess the scalability and flexibility of cloud-based IMS in accommodating the growing number of users and systems at the university.

3. To investigate the impact of cloud-based IMS on administrative efficiency and user satisfaction.

Research Questions

1. How can cloud-based identity management systems enhance security and access control at Federal Polytechnic, Bauchi?

2. What is the scalability of cloud-based IMS in handling the increasing number of users and platforms at the university?

3. How do cloud-based IMS impact administrative processes and user satisfaction at Federal Polytechnic, Bauchi?

Research Hypotheses

1. Cloud-based identity management systems will improve security and access control at Federal Polytechnic, Bauchi compared to the existing system.

2. Cloud-based IMS will scale effectively to accommodate the growing number of users at Federal Polytechnic, Bauchi.

3. The implementation of cloud-based IMS will enhance administrative efficiency and user satisfaction at the university.

Significance of the Study
This study will provide insights into the potential of cloud-based identity management systems to address the challenges faced by Federal Polytechnic, Bauchi in managing user identities. The research will offer recommendations for improving security, scalability, and operational efficiency through the adoption of cloud-based IMS, benefiting both the administration and users of the university.

Scope and Limitations of the Study
The study will focus on evaluating cloud-based identity management systems at Federal Polytechnic, Bauchi, located in Bauchi LGA, Bauchi State. The scope is limited to the system's impact on security, scalability, and administrative efficiency.

Definitions of Terms

• Cloud-Based Identity Management System (IMS): A system that uses cloud computing to manage and store user identities and access credentials.

• User Identity: A unique set of attributes and credentials that define an individual within a system.

• Access Control: The process of managing who can access certain resources or systems within an organization.

• Scalability: The ability of a system to handle increased demand and expand its capacity as needed.
